Position Duration: Limited Duration positions are benefit eligible, and are treated as regular positions in every respect other than the fact that they are scheduled to end at a predetermined time. Also, if the position ends prior to the two year mark, the incumbent will not have lay off rights under the SEIU Collective Bargaining Agreement.
Department Summary: Business Affairs (BA) provides efficient and effective business services for University of Oregon (UO) students, faculty, and staff; manages and secures UO material assets; and ensures UO business is conducted in accordance with all applicable regulations, policies, procedures, Generally Accepted Accounting Principles (GAAP), and sound business practices. Business Affairs consists of 5 divisions reporting to the Associate Vice President for Business Affairs and Controller, and provides direct services to staff, students, and UO departments: Financial Services/Accounts Payable/Travel, Student Financial Services, Payroll, Information Systems, and Treasury Management. These divisions manage the largest payroll in Eugene, support UO expenditures totaling more than $500 million, and manage the billing and collection of tuition and fees for more than 24,000 students. The BAO has approximately 63 FTE and an annual operating budget of $6.7 million. This position is part of the Payroll division and reports to the Director, Payroll Services.
Position Summary: The purpose of this position is to manage the university's federal, multi-state, and local payroll tax. Compliance and reporting, including timely filings; assist campus departments with payroll tax inquiries; research payroll tax issues and prepare summaries of results supporting tax positions; reconciliation of payroll tax withholding funds to quarterly government reports; reconciliation of payroll agency, clearing, and error funds, statistical reporting; and to assist in the development of, and revisions to, university policies to enhance. Comliance with federal, multi-state, and local payroll tax laws and regulations. This position also provides backup to other payroll accounting team members.
Minimum Requirements: Twenty four (24) quarter, 16 semester or 240 clock hours of accounting courses and three years of accounting experience; OR a CPA or PA certificate and three years of accounting experience. Accounting experience must include at least 8 of the following: -creating policies and procedures for fiscal operations; -assuring that accounting system reflects program/agency operations; -analyzing impact of regulations/changes on accounting budgeting systems; -assuring fiscal transactions.comly with accepted accounting practices, policies, and procedures; -formulating and r.comending corrective actions as well as accounting system improvements; -developing and monitoring system generated reports, -preparing and distributing a variety of fiscal reports; -applying.comuter spreadsheets and accounting software; -responsibility for an organization's total accounting functions; -knowledge of governmental and fund accounting; -analyzing and interpreting financial data; -applying audit standards to internal procedures; .comunicating technical material orally and in writing; -solving accounting system and application problems; -preparing budgetary and GAAP financial statements; -ensuring.comliance with federal/state laws and administrative policies. Preferred Qualifications -Direct experience with payroll processing and accounting. -Direct experience with creating and reconciling federal and state tax forms. -Direct experience with health insurance billing practices. -Direct experience collaborating with IT staff to develop data extraction processes and reports. -Active CPA license and/or advanced degree. -Experience using Ellucian Banner.
