Position Title: School Business Official - Anticipated

Salary: $130,000 - $160,000

Immediately Responsible to: Superintendent 

Minimum Qualifications:

Required: Must possess a valid NYS Certification as a School District Business Leader (SDBL) or School Business Administrator (SBA)

-or-

Meet Requirements for Ulster County Civil Service appointment as a School Business Manager

-and-

Philosophy aligned with District's stated Mission and Goals

Preferred: Have a minimum of five years of successful business, accounting and/or administrative experience

Possess the ability to interact and communicate effectively with personnel at all levels of the organization

Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable. 

Nature of Work:

The ideal candidate will have a thorough knowledge of modern business administration procedures and equipment, of public personnel practices, and of budgetary procedures; good knowledge of accounting methods; ability to readily acquire familiarity with the laws, policies, regulations, practices, functions, and personnel of the school district; ingenuity and resourcefulness in handling administrative problems; ability to plan and supervise the work of others; tact and courtesy; good judgment; ability to present written and oral comments and opinions, financial and otherwise, clearly and concisely; thoroughness and dependability. This is a Cabinet level appointment. 

Essential Functions:

  • Works as an active member of the administrative team to implement the district-wide goals.

  • Establishes and maintains accounting records and procedures to conform to district policy, state and federal requirements and implements procedures for encumbrance, expense accounting and distribution of revenues into proper fund accounts.

  • Provides fiscal, statistical and business management information in support of state and federal grant applications.

  • Supervises and/or handles the maintenance of grants in order to file required reports to funding agencies.

  • Supervises and/or handles the collection of revenues by establishing procedures for the district tax collector, treasurer and assigned personnel.

  • Demonstrates an understanding of how to assess the district’s current financial health and monitor status of district finances on an ongoing basis.

  • Identifies and analyzes strategies for financing in the short and long-term while sustaining the district’s educational vision.

  • Develops plans for long term borrowings including the preparation of repayment schedules, coordinates data for bond sale prospectus and arranging for sale of bonds in cooperation with fiscal advisor and bond counsel.

  • Supervises and/or handles bond issue and energy performance contract finances, cash flow, communication with architect, direction of construction, scheduling change orders, necessary purchases, and completion of required reports

  • Supervises and/or handles preparation and transmits periodic financial reports to appropriate federal and state authorities such as ST3 filings.

  • Supervises and/or handles the preparation of monthly financial reports for submission to the Board of Education.

  • Assists Superintendent in the creation of the budget development process including Board presentations.

  • Establishes and maintains budgetary control through accounting and financial reporting procedures.

  • Develops and supervises and/or handles maintenance and control of property classification and inventory systems for fixed assets and supplies. 

  • Establishes and maintains payroll procedures and supervises payroll operations. 

  • Supervises Transportation staff, Business Office Staff, and Maintenance and Custodial Staff. 

  • Oversees with planning, design and construction of capital projects.

  • Provides supervision and consultation to the School Lunch Manager.

  • Applies knowledge of legal requirements associated with the collective bargaining process and develops data to support negotiations.

  • Performs such additional duties as may be assigned by the Superintendent of Schools.

  • Serves as Purchasing Agent

The evaluation of the person filling this position is conducted by a certified administrator according to the current Bargaining Agreement.
