Summary: The Comptroller is responsible for the planning and direction of work pertaining to the management of financial resources including accounting, the receipt and disbursement of monies, plus analysis and auditing of financial records. Responsible for review, analysis, evaluation, and reporting on program accomplishments in financial terms, the comparison of program performance with operating plans and standards as reflected in financial data, and reporting on and interpreting financial information with the objective of promoting efficiency and economy in terms of the results or program benefits as compared to monetary expenditures. Responsible for assisting with the development, coordination, and implementation of financial policies, procedures, and plans as well as the development, coordination, and maintenance of a comprehensive system for the analysis, evaluation, and synthesis of financial data to provide management with effective financial control. Performs other duties as required. Work is performed under general direction from the Chief Financial Officer.

Duties: Maintains general ledger for various funds; prepares/reviews reconciliations of all bank accounts; prepares statements of financial condition; develops and maintains monthly and quarterly financial reports, reviews requisitions for appropriateness and follows up on questioned vouchers and requisitions. Conducts periodic studies to determine the effectiveness of current financial control methods; analyzes account balances and formulates resolutions for the transfer of funds for the budget. Supervises the collection of bills, functions of accounts payable and accounts receivable, cash book entries, purchasing and payroll, maintenance and reporting of escrow accounts and other trust funds. Assists the CFO in the preparation and analysis of periodic budget reviews, creating and updating policies, procedures and controls for effective operations and the preparation of annual debt statements and supplemental debt statements. Assists in the preparation of annual budget and the annual audit. Assists with corrective action plan, cash management, approval of transfers and analysis of operating and capital grant receivables and reimbursement requests. Controls the receipt and/or disbursement of monies; ensures that disbursement of funds is within budgetary authorization limits. Devises and installs accounting systems and aids departments in identifying processes or functions that can be automated.

Requirements: Graduation from an accredited college with a bachelor’s degree in accounting, budgeting, finance, economics, or public or business administration preferred. Current NJ Municipal Government accounting experience and possession of a current valid certification as Certified Public Accountant (CPA) issued by AICPA or certification as a Certified Municipal Finance Officer (CMFO) issued by the NJ DLGS are highly preferred. Will require off hours availability to work nights as situations warrant.

Salary Range: $85,827 - $128,135; includes full benefits.
