Position Title: DOT Drug & Alcohol Specialist OPEN UNTIL FILLED

Position Purpose: This position is responsible for the administration, assessment and enforcement regarding the Cooperative’s Department of Transportation (DOT) efforts to ensure compliance at all locations. This position will also perform coordination and administration of the drug and alcohol testing program for Basin Electric Power Cooperative (BEPC) and Dakota Gasification Company (DGC). Coordinating the Cooperative’s drug and alcohol testing efforts includes providing a consistent approach throughout the Cooperative; including ensuring compliance with drug and alcohol testing as defined in the labor contracts and DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) and Federal Motor Carrier Safety Administration (FMCSA) regulations.
Essential Functions: • Work independently to identify regulatory, compliance, and other risks as well as interpretation of the DOT regulations covering FMCSA to ensure on-going compliance. Responsible for comprehensive knowledge and oversight of regulations as published in the DOT Code of Federal Regulations (CFR) Title 49 - Transportation. • Provide criteria to identify standards for all locations and determine positions that will operate commercial motor vehicles. Control compliance for positions identified as operating commercial motor vehicles. • Broad authority to implement or change policy/program to keep compliant with regulatory updates that will impact the Cooperative as well as ensure alignment between Cooperative priorities and DOT compliance priorities. • Participate and provide relevant information during audits from DOT and relevant agencies. • At least monthly, compile current employee lists and send to third party administrator for drug testing selection, including DOT testing required. • Understand and remain in compliance with DOT drug and/or alcohol testing regulations and requirements. Utilize the Drug and Alcohol Clearinghouse when applicable to ensure compliance. • Perform DOT employee verifications related to drug and/or alcohol testing as required. • Provide supervision and lead process when drug and/or alcohol testing needs to occur as per DOT regulations. • Coordinate drug and alcohol testing as per BEPC and DGC guidelines and collective bargaining agreements. Schedule appointment with appropriate testing facility and notify supervisor of employee testing obligations. Monitor for reporting of results. • Coordinate pre-employment physicals as necessary with appropriate medical and/or testing facility. This includes scheduling physical components as well as drug testing. Review related invoices to ensure appropriate charges. • Complete Designated Employer Representative (DER) training and obtain certification to perform management of the drug and alcohol testing program. • Manage records for drug and alcohol tests in accordance with regulatory mandates and applicable law. Ensure complete confidentiality with testing records. • Provide training to management and employees regarding the drug and alcohol program. • Perform other tasks and assume other responsibilities as assigned by the Manager, Human Resources.
Qualifications: To perform effectively in this position, the incumbent must have broad knowledge of working with drug and alcohol testing programs and DOT rules and regulations. This includes an understanding of local, state and federal codes, laws, regulations and procedures related to human resources management, employment law, drug testing, and DOT FMCSA regulations. Such skills are acquired through the completion of a four-year degree and two years of human resources, administration of drug and alcohol testing programs, and/or administration of DOT FMCSA regulatory compliance; or the completion of a two-year degree and four years of human resources, administration of drug and alcohol testing programs, and/or administration of DOT FMCSA regulatory compliance; or a high school diploma or GED and six years of human resources, administration of drug and alcohol testing programs, and/or administration of DOT FMCSA regulatory compliance. Prior experience using Microsoft Word, Outlook, and Excel, and personal computers is required. The ability to demonstrate excellent verbal and written communications skills, interpersonal skills, presentation skills, and demonstrated skill in leadership, team building, and problem solving are also required.
Typical Physical/Mental/Environmental Demands: This position requires the ability to remain in a stationary position and to move about the office building, occasional reaching below and above shoulder level, constant use of keyboard/computer and other office productivity machinery, bending, kneeling, lifting/carrying up to 10 pounds, and pushing/pulling up to 20 pounds. It also requires finger dexterity and hand coordination. This position requires the ability to communicate and must be able to clearly exchange accurate information. It also requires the ability to develop plans, procedures and goals; present information to others; and work under stress to complete projects within deadlines.
